Windows Live Writer is a fantastic offline blogging tool with a WYSIWYG editor. It interfaces with just about any blog service [Blogger, LiveJournal, TypePad, WordPress, etc.] If you're a blogger you'll find this tool incredibly helpful- and it's refreshingly free from Microsoft.
And you can really help yourself out by using some of the editing options in Windows Live Writer, or you can use some of them to combat problems you might be having, or troubleshoot others.
Windows Live Writer has an option to convert special key phrases to something more attractive; editing wise.
You can change or adjust these option through the options in Windows Live Writer.
Check you’re using the latest version of Windows Live Writer.

At the time of this post, the latest version of Windows Live Writer is v15 [15.4.3538.513].
Open Windows Live Writer, and then checkout the MENU and OPTIONS.
There’s options for hypens, quotes, special characters [which is somewhat undefined] and emoticons.
Turning these on & off may [may not] help you.
The Windows Live Writer support forums are place to contact Microsoft about your support issues or questions.
